What is a fire safety certificate (FSC)?
A fire safety certificate (FSC) is a very important document that all business owners must know. Before moving into a new office/building/shop front etc, the owner must ensure that the premise complies with all the latest fire protection standards (e.g. installation of fire alarm, extinguishers, hose-reels, exit lights etc) as per their classification by SCDF. Owner will have to engage a QP (qualified person) who will design the necessary system to comply with the latest code of practice. After which, a competent fire contractor will follow the design given by the QP and install the necessary fire protection system. Only after works have been completed will there be an inspection by a Registered Inspector (RI). Once the RI has completed his inspection, the QP can then complete the submission process and obtain FSC for the owner.
Note that it is an offence under the fire safety act to operate a business without a valid fire safety certificate if you are required to obtain one.
What is the difference between building plan and fire protection plan submission?
Both building plan and fire protection plan is to be submitted only by Qualified Person (QPs). Building plan submission usually applies when you just need basic fire safety works such as the installation of a manual fire alarm system ( call points and bells only), extinguishers, hose reels and exit/emergency lights. Small shop houses usually only need BP submission to obtain FSC.
However, if your fire safety works include the installation of detectors (automatic fire system) as well as relocation or addition of sprinkler points, fire protection plan submission will be required. Occupiers within industrial buildings or shopping centers usually will require both BP and FP submissions to obtain FSC.
A unique case will be the F & B sector. Upon the review by the QP, it might also be necessary to submit MV plans as well. This is because of the exhaust duct system can be a potential fire risk and will need added protection. In such a situation, the F & B owner might have to submit 3 plans (BP, FP and MV) before they can obtain FSC.
How long does it take to obtain my FSC upon commencement of project?
It will usually take 4-8 weeks to obtain the fire safety certificate upon receipt of letter of authorization to appoint QP for FSC submission. Note that it will also depend on the completion schedule of the fire safety works and RI inspection. We will also need a copy of the autocad drawings of your premise for the submission process.
